The 1416 is more of a sporter (squirrel gun) and a bit outside of what is normally discussed in this forum. The 1451 is a starter target rifle.
Both appear to be based on the Mark 64 Anschutz action. (Lighter than their more popular Match 54 action) In terms of accuracy they would both likely turn in similar performance.
The 1416 might be lighter and from what I know is set up with open (field) sights. The 1451 has dovetails for peep sights as well as adjustable butt and forend rail for target work.
What would you like to do? Hunt small game? The 1416 is the better rifle. Get started in smallbore target shooting? The 1451 is the better rifle.

I agree that the most important thing is to first decide what you want to use the rifle for. Once you decide that we can guide you. I would also test fire both rifles and see which one feels better if you are not sure which one would be best.
